1. Key Purpose of Job
1.1. To Support the Service Manager with Contract Management functions in Waste Collection, Recycling and Disposal functions, delivering value for money and improved services and performance
1.2. To support all statutory functions required of a Waste Collection and Disposal Authority
1.3. To fulfil the statutory function of Waste Data Flow for the Authority
2. Anticipated Outcomes of Post
2.1. Successful management of existing and future waste contracts
2.2. Ensuring all statutory waste and recycling targets are achieved as well as locally set targets
2.3. Ensuring expected standards for the Joint Venture Company are delivered both to Torbay Council and the public.
2.4. Ensuring Joint Venture Company contract achieves performance targets and savings
2.5. Ensuring payments through the payment mechanism are accurate and correct.
2.6. Accurate forecasting of Waste Disposal and Collection budgets
2.7. Ensuring Torbay Council’s position as part of SWDWP is contractually upheld and apportioned correctly with regard to financial and performance issues
3. List Key Duties and accountabilities of the post
3.1. Verification of fulfilment of Joint Venture Company contract
3.2. Monitoring of Joint Venture Company performance framework
3.3. Verification of data to ensure correct payments to contractors through the payment mechanism
3.4. Verification of disposal tonnages as part of the SWDWP
3.5. Reconciling SWDWP payments regarding performance deductions and energy income
3.6. First point of contact and Liaison with the Joint Venture Company
3.7. Monitoring Waste Collections and Disposal budgets
3.8. Recording and submitting all aspects of Waste Data Flow
3.9. Being lead officer or providing support for specific projects as may be determined from time to time,
3.10. In addition there are several complimentary roles including:
3.11. Assisting with the development of the Municipal Waste Management Strategy
3.12. Promotion of sustainable development
